Would and artists out there be willing to sign a petition to congress about this new "orphan works" bill?

this bill would change the art industry FOREVER, forcing an artist to register and pay copyright fees on each work of art they have produced to protect their right to it. otherwise anyone who sees a work would have the ability to register the work of art themselves and own the rights to it though they did not themselves create it. pretty much this bill allows the right of infringement on an artist's work if one is willing to register the art work out from under the creator. this is currently illegal under international law and has been for decades. there is currently a bill before congress and one as well being presented in europe to this effect as well. almost everyone has heard the term "starving artist", and that is the bare naked truth. in fact many authors and artists hold a side job until they begin to at least break even and begin succeeding to the point where they can economicly thrive. a bill like this would clearly devistate the art community due to this fact alone.
