Why does the WWE always do that?

U're absolutely right,, well yahoo wrestling fans on here are smart..lol,,, may be WWE doesn't know that,,, thats for sure that Orton will win,, they just do all this to build up the image of the challanger so to generate more fan interest in that match... & i do think thats right too on the base that they don't want to make this thing obvious that the "Challenger" is actually level up with the champion & want to let everyone keep guessing,,, but that makes the opposite thing obvious for us fans..lol
