XP computer keeps re-loading cannot access Safemode!?

Hello, my father's computer fails to load windows properly. The problem that we have is, the computer starts loading at the windows loading screen then it restarts and goes back to the BIOS screen. I have tried using safemode in order to restore the computer to an earlier date. This had happened last night, whereby my father turned the computer off and then tried turning it on again and this is what had happened. I've checked on websites to see how they can help me and many say using the xp cd. However, a family member who we do not speak to installed everything for us and he has the disks. This is such a muddle and is there any other way of fixing this please?
